Chapter 1

Dubai as a Capital Engine: Redefining M&A Across Capital, Compliance, & Complexity

May 2025 | Capital Club Dubai

Chapter 1 of the Capital Series opened with a clear focus on Dubai as a capital engine and what it takes to execute capital in the region today.

As global capital continues to converge on the UAE, the conversation moved beyond deal volume to execution. The session explored how cross-border M&A, regulatory alignment, and post-merger integration shape outcomes in one of the world’s fastest-moving markets, where speed alone is not enough.

The discussion was led by Guest Speaker Diana d’Alo’, Founder and Executive Director of Dalo Enterprises, who brought more than 25 years of global leadership across financial services, trade finance, and strategic partnerships spanning Africa, the GCC, and international markets. Her insights highlighted the UAE’s ability to translate long-term vision into practical structure and create clarity around opportunity.

Mohamed Abu El-Makarem, Managing Partner and Chairman, emphasized that while capital moves fast, execution without structure increases risk. Governance, legal architecture, and disciplined implementation were positioned as essential to sustainable growth. Oliver von Wolff, Co-Founder and CEO of Handle Capital, addressed common misconceptions about the region, noting that while capital is available, credibility, ecosystem understanding, and long-term thinking ultimately determine success.

The session concluded with a defining takeaway for the Capital Series. Dubai is fast, but it is not transactional. Sustainable capital deployment is built on trust, structure, and execution.
